200 DAYS, 200 CLAIMS

A Special RNC Research Report On:
President Obama's Failed Economic Experiment

To read the full report, visit Here

RNC Chairman Michael Steele: "It is appropriate on the 200th day of the stimulus to look back at exactly what the stimulus has accomplished. The answer is very little. What it has done, however, is give the American people a $787 billion bill they cannot afford. In this report, you will find 200 claims that President Barack Obama, Vice President Joe Biden, senior Administration officials and Congressional Democrats have made about the stimulus. None of these claims match reality."

EXECUTIVE SUMMARY:

On February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act, often referred to as the "stimulus." As members of Congress debated the bill and in the time following its inception, there were countless promises made to the American people regarding exactly what the bill would deliver. The mantra of "jobs, jobs, jobs" was used repeatedly to sell the stimulus. While it's impossible to calculate the number of jobs "created or saved" by the stimulus, we do know that since the stimulus was passed over 2.2 million jobs have been lost nationwide.

As we approach September 4, 2009, the 200th day since the stimulus package was signed into law, the Research Department of the Republican National Committee (RNC) has identified and reviewed 200 of the claims made by the Obama Administration and Congressional Democrats who supported this massive economic experiment. The RNC's research focuses on promises made to the American people on job creation, waste, prevention, targeted spending, transparency, and how the stimulus would bring about an economic recovery. The resulting report, "
200 Days, 200 Claims," holds Democrats accountable for their claims that the stimulus was an absolute necessity to "jolt" the economy. They used this and other claims to quickly force through one of the largest spending bills in American history. Now Americans will see how valid those claims are 200 days later.

Among the misleading claims debunked
are these oft-repeated and echoed talking points:

- The stimulus would create 3.5 million jobs and starting do so immediately; Instead, over 2.2 million Americans have lost their jobs since the stimulus bill was signed into law.

- The money would be spent carefully, effectively, and transparently; Instead, we have seen the money squandered on such projects as the $18 million overhaul of the Administration's stimulus-promoting website and the GAO has said there is no effective system in place to monitor the spending.

- And, lastly, the stimulus is working as promised and according to plan; Instead, the unemployment rate has far exceeded even the Administration's projection if we did not pass their stimulus bill.

Not surprisingly, the American people are not buying these and other Democrat claims. No wonder a recent USA Today/Gallup poll found that nearly 6 in 10 Americans believe the stimulus is having no impact on the economy and won't help in the years to come. As the reality behind these 200 claims demonstrate, Americans are too smart to be misled.

Please check out my article on http://www.theamericano.com/ It's the first of a three part series that will shine some light on the GOP's relationship amongst young Hispanics.

In order for outreach/engagement initiatives to be successful we must 'accept' that certain perceptions exist about our Party. We need to focus, and move forward towards building, and in some cases re-building relationships. I strongly believe our relationship with Hispanic communities will strengthen over time, But I caution our Party in being too hasty and slapping together ineffective initiatives. We must be patient, realistic and inclusive.

Series: Young Hispanos and the GOP

Seniors' Health Care Bill Of Rights!

For More Information, Click Here to read RNC Chairman Michael Steele's Op-Ed In Today's Washington Post.

Republicans are calling for a Seniors' Health Care Bill Of Rights that will:

· PROTECT MEDICARE AND NOT CUT IT IN THE NAME OF HEALTH CARE REFORM: President Obama and Congressional Democrats are promoting a government-run health care experiment that will cut over $500 billion from Medicare to be used to pay for their plan. Medicare should not be raided to pay for another entitlement.

· PROHIBIT GOVERNMENT FROM GETTING BETWEEN SENIORS AND THEIR DOCTORS: The Democrats' government-run health care experiment will give patients less power to control their own medical decisions, and create government boards that would decide what treatments would or wouldn't be funded. Republicans believe in patient-centered reforms that put the priorities of seniors before government.

· PROHIBIT EFFORTS TO RATION HEALTH CARE BASED ON AGE: The Democrats' government-run health care experiment would set up a "comparative effectiveness research commission" where health care treatment decisions could be limited based on a patient's age. Republicans believe that health care decisions are best left up to seniors and their doctors.

· PREVENT GOVERNMENT FROM INTERFERING WITH END-OF-LIFE CARE DISCUSSIONS: The Democrats' government-run health care experiment would have seniors meet with a doctor to discuss end-of-life care that could mean limiting treatment. Republicans believe that government should not interfere with end-of-life care discussions between a patient and a doctor.

· ENSURE SENIORS CAN KEEP THEIR CURRENT COVERAGE: As Democrats continue to propose steep cuts to Medicare in order to pay for their government-run health care experiment, these cuts threaten millions of seniors with being forced from their current Medicare Advantage plans. Republicans believe that seniors should not be targeted by a government-run health care bill and forced out of their current Medicare coverage.

· PROTECT VETERANS BY PRESERVING TRICARE AND OTHER BENEFIT PROGRAMS FOR MILITARY FAMILIES: Democrats recently proposed raising veterans' costs for the Tricare For Life program that many veterans rely on for treatment. Republicans oppose increasing the burden on our veterans and believe America should honor our promises to them.

Obama's Experiment on...Doctors

View This Research Briefing At GOP.com

PRESCRIPTION #1: GOVERNMENT MAKING DECISIONS FOR YOU

You Would Be Forced To Participate In Government-Run Health Insurance. "Under a proposal favored by many Democrats, doctors who take Medicare patients would also have to participate in the new public plan. Democrats say that requirement is needed to make sure the public plan can go into business right away with a large network of doctors." (Robert Pear, "Doctors' Group Opposes Public Insurance Plan," The New York Times, 6/10/09)

Your Treatments Could Be Decided By Government Boards. "Skeptics ... say Obama's decision to invest heavily in such research will lead to European-style rationing in which patients are denied lifesaving therapies to save money. It also has alarmed some drug companies and medical device manufacturers, which fear that a system of winners and losers is bound to reduce their bottom lines." (Ceci Connolly, "Comparison Shopping For Medicine,"
The Washington Post, 3/17/09)

PRESCRIPTION #2: MORE GOVERNMENT RESTRICTIONS, REGULATIONS TO BURDEN YOU

Your Ability To Have Ownership In Your Hospital Would Be Restricted At Best, Taken Away At Worst. "The bill would ... prohibit physician ownership in hospitals that are new as of Jan. 1, 2009, grandfather the ownership structures of all physician-owned hospitals existing prior to 2009 and allow for growth of existing physician-owned hospitals within certain parameters." (Adjoa Adofo, Michael Teitelbaum and Kate Davidson, "HR 3200: CQ Bill Analysis," Congressional Quarterly, Accessed 8/19/09)

For The First Time, Your Practice Would Be Forced To Disclose Certain Business Transactions Or Pay Heavy Fines. "In the case where an applicable manufacturer or distributor provides a payment or other transfer of value to an entity or individual at the request of or designated on behalf of a covered recipient, the manufacturer or distributor shall disclose that payment or other transfer of value under the name of the covered recipient. Failure to report... shall be subject to a civil money penalty of not less than $1,000, but not more than $10,000, for each payment or other transfer of value or ownership or investment interest not reported...The total amount of civil money penalties imposed under subparagraph (A) with respect to each annual submission of information under subsection (a) by an applicable manufacturer or distributor or other entity shall not exceed $150,000 ..." (H.R. 3200, "
America's Affordable Health Choices Act," Introduced 7/14/09)

PRESCRIPTION #3: HIGHER TAXES THAT WILL HARM YOUR PRACTICE

Your Practice Would Be Hit With Large Tax Increases On Small Businesses To Pay For Government-Run Health Care. "Obama's plan to raise the top tax rate from 35% to 39%, combined with the health care surtax, would mean top-earning households are keeping 17% less of their income after paying taxes ... High tax rates have serious economic consequences ...They also shrink the size of the tax base, raise less revenue than some might think, and overly burden the entrepreneurial sector." (Robert Carroll, "The Economic Costs Of High Tax Rates," Tax Foundation, 7/29/09)

Less Income Could Force You To Lay Off Your Fellow Doctors, Nurses & Assistants. "This [surtax] would hit job creators especially hard because more than six of every 10 who earn that much are small business owners, operators or investors, according to a 2007 Treasury study ... America's successful small businesses would pay higher tax rates than the Fortune 500, and for that matter than most companies around the world ... " (Editorial, "The Small Business Surtax,"
The Wall Street Journal, 7/14/09)

WARNING: SIDE EFFECTS INCLUDE HIGHER COSTS FOR YOU TO PROVIDE CARE

No Medical Liability Reform In Dems' Plans, Exposing You To More Frivolous Lawsuits And Driving Up Costs Of Care You Provide. "And Dr. J. James Rohack, the incoming president of the medical association, said Mr. Obama told him at a meeting last month that he was open to offering some liability protection to doctors ... doctors complain that 'defensive medicine' -- ordering tests and procedures out of fear of being sued -- drives up health costs ... On Capitol Hill, Democrats drafting health legislation have so far shown little appetite for tackling the liability issue." (Sheryl Gay Stolberg And Robert Pear, "Obama Open To Reining In Medical Suits," The New York Times, 6/15/09)

Government-Run Health Care Could Ultimately Drive You Out Of Business. "According to Dr. Scott Nelson, a family practice physician in Cleveland, Miss. ... 'There is an unprecedented leve l of frustration with the government and Medicare in Mississippi,' Nelson explained. 'I have not heard of any doctors in my area opting out of Medicare, because there are not enough patients with private insurance in the rural Mississippi Delta ... we have no choice but to see them ... I foresee some small practices closing altogether.'" (Audrey Grayson, "Docs Bailing Out Of Medicare, Medicaid,"
ABC News Medical Unit, 7/8/08)

What's on the Tube?

Sunday talk show tip sheet
By: Andy Barr

After a long week on the trail getting berated in town halls across their states, some of the most targeted Democratic lawmakers in the health care debate come to the Sunday talk shows.

Sen. Arlen Specter (D-Pa.), who found himself in the middle of one of the week’s more memorable shout fests, is on ABC’s “This Week,” where White House correspondent Jake Tapper is filling in for George Stephanopoulos. Tapper also gets Sen. Orrin Hatch (R-Utah) and Secretary of Health and Human Services Kathleen Sebelius.

Sebelius also appears on CNN’s “State of the Union” to talk through President Barack Obama’s health care proposals, as well as Sen. John Barrasso (R-Wyo.) and Reps. Tom Price (R-Ga.) and Eddie Bernice Johnson (D-Texas). Later on CNN, Secretary of State Hillary Clinton reflects on her recent trip to Africa with “GPS” host Fareed Zakaria.

"Fox News Sunday" gets Sen. Kent Conrad (D-N.D.), Sen. Richard Shelby (R- Ala.) and James Rohack, president of the American Medical Association, to debate health care.

NBC’s “Meet the Press” is also health care focused, with Sen. Tom Coburn (R-Okla.), one of the Obama administration’s most vocal critics, and former House Majority Leader Dick Armey (R-Texas).

White House press secretary Robert Gibbs takes on the president’s vocal critics in an interview on CBS’s “Face the Nation,” followed by former Sen. Chuck Hagel (R-Neb.) and former Rep. Lee Hamilton (D-Ind.).

And on C-SPAN's "Newsmakers," Karen Ignagni, president and CEO of America’s Health Insurance Plans, takes questions from The Washington Times’ Jennifer Haberkorn and The Washington Post’s Ezra Klein.

Enjoy!

A message from Chairman Steele

Below are some facts that will help you counter the dishonest rhetoric Obama, Nancy Pelosi, Harry Reid and liberal special interest groups are disseminating in their attempt to silence dissent:

Rhetoric: President Obama Promises Americans Can Keep Their Current Health Care Coverage. "You know, the interesting thing is we've actually been very clear on what we want. I've said I want to make sure if you have health care you are going to keep it..." (PBS's "The Newshour With Jim Lehrer," 7/20/09)
FACT: Analysis Shows Over 88 Million People To Lose Current Insurance Under Government Health Care Takeover. "Under current law, there will be about 158.1 million people who are covered under an employer plan as workers, dependents or early retirees in 2011. If the act were fully implemented in that year, about 88.1 million workers would shift from private employer insurance to the public plan." (John Shelis, Vice President, Lewin Group, "
Analysis Of The July 15 Draft Of The American Affordable Health Choices Act Of 2009," 7/17/09)

Rhetoric: President Obama Pledges Americans Can Keep Their Doctor. "If you like your plan and you like your doctor, you won't have to do a thing. You keep your plan. You keep your doctor...We're not going to mess with it." (
President Barack Obama, Remarks At White House Press Conference, The White House, 6/23/09)
FACT: Mayo Clinic Says Government-Run Health Care Will Force Doctors To Drop Patients. 'Lawmakers are on track to approve across-the-board federal payment reductions of $155 billion over 10 years for hospitals ... Mayo and similar health systems object to the sweeping cuts. 'Across-the-board cuts will be harmful to everyone and we think it is particularly bad to penalize the high-value organizations,' said Jeff Korsmo, executive director of the Mayo Clinic Health Policy Center. 'We will have to violate our values in order to stay in business and reduce our access to government patients.'" (Phil Galewitz, "'Model' Health Systems Press Case For Medicare Fix In Reform,"
Kaiser Health News, 7/20/09)

Rhetoric: President Obama Promises No Additional Taxes On Middle Class. "What I've said is, and I have stuck to this point, I don't want to see additional tax burdens on people making $250,000 a year or less." (NBC's "Today Show," 7/21/09)

FACT: Democrats' Plan Imposes 2.5% Tax On Uninsured Individuals. "The penalty assessed on people who would be subject to the mandate but did not obtain insurance would equal 2.5 percent of the difference between their adjusted gross income (modified to include tax-exempt interest and certain other sources of income) and the tax filing threshold ..." (Douglas W. Elmendorf, "Preliminary Analysis Of The Insurance Coverage Specifications Provided By The House Tri-Committee Group,"
Letter To Chairman Rangel, 7/17/09)

Republicans want an honest and open debate about how to reform health care, but it is the Democrats who do not want to have a legitimate discussion on the issues. Nancy Pelosi, Harry Reid and their liberal special interest cronies are resorting to calling concerned citizens who have questions about their health care schemes "un-American," and even "political terrorists." One White House aide went so far to say "if you get hit,
we will punch back twice as hard" when coaching Senate Democrats on the ways of "Chicago land politics." It's time for the President to practice what he preached on the campaign trail and respect all voices in the health care debate.

Foreign Cars are all the Rage...

Ten Top Trade-Ins Under Cash-for-Clunkers:
1. Ford Explorer
2. Ford F150 Pickup 2WD
3. Jeep Grand Cherokee 4 WD
4. Jeep Cherokee 4 WD
5. Dodge Caravan/Grand Caravan
6. Chevrolet Blazer 4 WD
7. Ford Explorer 2 WD
8. Ford F150 Pickup 4 WD
9. Chevrolet C1500 Pickup 2 WD
10. Ford Windstar FWD Van

And, the Top Ten New Car Purchases, subsidized by the American taxpayer, are....mainly foreign vehicles! Congrats President Obama!

Top Ten New Car Purchases Under Cash-for-Clunkers:
*1. Toyota Corolla
2. Ford Focus FWD
*3. Honda Civic
*4. Toyota Prius
*5. Toyota Camry
6. Ford Escape FWD
*7. Hyundai Elantra
8. Dodge Caliber
*9. Honda Fit
10. Chevrolet Cobalt

It is a violation of the World Trade Organization rules to enact a public subsidy program and skew it toward only domestically produced products, so the Congress has no choice but to extend the program to all comers. No choice, that is, but to not spend the money in the first place.

Cash-for-Clunkers will do wonders for the Japanese economy, but its impact on the US job situation is problematic. This unintended consequence is a great illustration of what happens when the blunt tool of government subsidy is applied to the fine tuning of a free market economy. Government planners keep getting it wrong. That's why socialism is such a bad idea. So Obama can boast of a great success in taking American cars off the road and replacing them with foreign cars. Great going!

RNC Statement on July Unemployment Report

Washington – Republican National Committee (RNC) Chairman Michael Steele released the following statement today:

“While President Obama was taking a victory lap to celebrate the economy’s performance, more Americans lost their jobs and the budget deficit soared to a record $1.3 trillion in July. In the month of July alone 247,000 Americans lost their jobs, which means more than 2.8 million Americans have lost their jobs since the president took office. The president said his stimulus bill would keep unemployment from rising higher than 8 percent. It hasn’t. Now he expects Americans to believe his trillion-dollar health care experiment will improve their health care? It won’t. America simply can’t afford more of the president’s costly experiments.”

Stop ObamaCare - Email, Write, Call

August is THE crucial month! While the Senators and Congressmen are home in their districts, 'let's give them something to talk about' on Obama's proposals to deform our health system! Even as public opinion has turned against the plan, Obama still has sixty votes in the Senate and an ample margin in the House to pass it. Unless we unleash a FIRESTORM of public outrage, the bill will pass! And your own personal health care will never be the same.

Here's how to fight it:

1. Arm yourself with the facts! Suggested reading. - *Read Chapter 4 in Catastrophe by Dick Morris, "Obama's Health Care Catastrophe", which details how Obamacare will destroy American health care and explains what has happened in Canada!

2. Donate Money to run ads! Time is of the essence. We need to run ads this month! *The League of American Voters has put together an ad to run

3. Email your friends, family and associates! We need a massive outpouring of public opinion. Email your Christmas card list, your colleagues from the office, your friends, and your family. Bring them the facts about health care and Obama's dangerous proposals.

Think particularly of anyone you know in the following states (where the key Senators live):
Maine (Senators Susan Collins and Olympia Snow)
New York (Senator Kirsten Gillibrand)
Virginia (Senator Mark Warner and Jim Webb)
Indiana (Senator Evan Bayh)
Ohio (Senator John Voinovich)
North Carolina (Senator Kay Hagan)
Florida (Senator Mel Martinez)
Louisiana (Senator Mary Landrieu)
Arkansas (Senators Mark Pryor and Blanche Lincoln)
Nebraska (Senator Ben Nelson)
South Dakota (Senator Tim Johnson)
North Dakota (Senators Kent Conrad and Byron Dorgan)
Montana (Senators Max Baucus and Jon Tester)
Wyoming (Senator Michael Enzi)

4. Snail Mail or call your Senators and Congressman! Sit down and write (by hand if possible) a letter to each of your Senators and your member of Congress.

address the letter to:
Your Senator or Congressman
US Senate or US House of Representatives
Washington DC 20510 (Senate) or 20515 (House)

Sending a letter by snail mail is much more effective than by email. They haven't really caught up with the 21st Century in Washington. So buy a real live postage stamp and mail your letters directly. Explain how your personal health care and that of our family will be adversely affected. Even if your Senator or Congressman is a liberal Democrat or a Republican, write then anyway. It can influence the atmosphere in Washington. Senators and Congressmen talk and the more mail they get, the more public opinion weighs on them all. Even the ultra-liberals.

You can call Congress at (202) 224-3121

Bravo!

Kathleen Sebelius and Arlen Specter seem to be enjoying the interaction with constituents at a town hall meeting about government run health care at the National Constitution Center in Philadelphia.
